Quantexa, the global data, analytics and AI software company pioneering decision intelligence, has secured a multi-million-pound, three-year contract with the Insolvency Service.

The partnership will provide the government agency’s investigators with a trusted, sovereign data and AI platform to investigate financial wrongdoing, protect taxpayers and support confidence in the UK economy.

It follows a £175m, 10-year partnership awarded to Quantexa by HM Revenue and Customs in May 2026 to modernise its data infrastructure and enable the use of sovereign, governed AI on a national scale.

Founded by Vishal Marria, Quantexa works across a range of sectors, including banking, insurance and government.

Marria, who was included in BusinessCloud’s Founder 250 list, said: “Each year, over £1bn is laundered by organised crime through high street shop fronts, including illegal mini marts, vape shops and barbers.

“’Phoenixing’ is the pernicious crime whereby directors incorporate companies, take on debts, and then walk away, only to set up a similar business again and repeat the crime.

“And while our memory of the pandemic may be fading, recouping the billions of pounds stolen by bounce-back loan fraudsters, remains a top priority.

“Fighting these blights on the economy is The Insolvency Service. A small but mighty, 142-year-old government agency now wielding best-in-class AI-enabled network analytics to uncover the relationships linking criminal activity.

“Criminals rely on complexity. They exploit fragmented information, obscure relationships and the time it takes investigators to piece together the full picture.

Connecting data

“By connecting that data and putting it into context, investigators will be able to uncover criminal networks more quickly, prioritise the highest-risk targets and apply their expertise where it can have the greatest impact.

“Human investigators will remain firmly in control of every enforcement decision.

“That last point matters. For AI to earn trust in government, agencies must retain control of their data, understand how insights are generated and be able to trace every decision back to the evidence behind it.

“This partnership has sovereignty, explainability and accountability built in from the outset.

“I’m incredibly proud that Quantexa will support The Insolvency Service in its mandate to protect taxpayers, legitimate businesses, employees and creditors, and to bring those who subvert the law to justice.”

Duncan Beach, chief executive of the Insolvency Service, said: “Our recently published strategy makes it very clear that in this rapidly changing world, we need to modernise the work of the Insolvency Service, and a big part of that is moving more quickly, thinking bigger and making better use of intelligence, data and technology.

“So, I’m delighted that we’ve signed this agreement with Quantexa. It means that our skilled investigators will be able to use technology to find the hidden links between cases much more quickly than they could do alone. That means we will be able to combat misconduct much more effectively and bring to justice those who seek to subvert the law.”
